An exhibit paying tribute to Chavez was added to the Hall of Fame in a ceremony held in the department's Frances Perkins Building in Washington, D.C. Secretary of Labor Alexis M. Herman called Chavez "a great leader," adding, "it is a privilege to honor him with a place in the Labor Hall of Fame." She added: "He was a visionary and a man of courage who fought for the dignity of all workers." Officiating at the ceremony, in addition to Herman, was W. J. Usery Jr., a former secretary of labor who is chairman of the Labor Hall of Fame, and current officials of the Farm Workers union, members of Chavez's family, and other representatives of organized labor. Chavez was chosen by the 10-member Labor Hall of Fame selection panel, a group of labor, management and public representatives which is independent of the Labor Department and is headed by Monsignor George G. Higgins of Catholic University. ULLICO Inc. employee Elaine Graves contributed memorabilia to the permanent Chavez exhibit. Graves, a UFW volunteer, loaned and donated memorabilia from her extensive collection of UFW books, posters, pins and bumper stickers for Chavez display cases at the DOL. At the ceremony, AFL-CIO Pres. John J. Sweeney saluted Chavez for his successful organizing efforts on behalf of the migrant farm workers, eventually turning his movement into a respected labor union affiliated with the AFL-CIO.
